Col. Phil Heseltine is the wing commander of the 931st Air Refueling Wing, McConnell Air Force Base.
The 931st serves alongside the 22nd Air Refueling Wing, operating both KC-135 and KC-46A Pegasus tankers. In conjunction with the 22 ARW, the 931 ARW supports Air Mobility command’s worldwide air refueling mission, meeting the air refueling needs of all U.S. Air Force, Navy, Marine and selected allied nations’ aircraft. In addition, they supplement AMC’s strategic airlift capability. Furthermore, members of the 931 ARW are engaged in a cross section of combat support services for all U.S. military branches in times of peace, war and national emergency within the United States and abroad.
In 1993, Colonel Heseltine received his commission in the USAF in 1993 after completing the Reserve Officer Training Corps curriculum and graduating from the University of Utah. Early in his Air Force career he held a variety of roles, including Information Officer for an AWACS Training Squadron, Mobility Officer, Flight Commander and Assistant Operations Offer in the 384th Air Refueling Squadron, and Executive Officer to the Commander of the United States Air Force Expeditionary Center. In June, 2008 he was chosen as a speechwriter to the Chairman of the Joint Chiefs of Staff. Prior to coming to McConnell he commanded the 911th Air Refueling Squadron. Colonel Heseltine has flown more than 70 combat and combat support sorties and is a command pilot with more than 2,400 hours in various KC-135R aircraft. He moved into his current role after serving as the Vice Commander of the 22 Air Refueling Wing from 2015-2018.
